Tom Ryan, a recently widowed St Paul Police detective. completes a departmental ordered assessment for alcohol dependency and his fitness for duty as a police officer. Upon his return to active duty, he is dumped out of the Homicide Unit only to be handed a cold case assignment by the Chief of Police with orders to look at the investigation with fresh eyes and a new approach to the ithe death of Tom Strain, an American Indian war hero and former Navy SEAL, Ryan enlists the assistance of Sergeant Doyle Kill, an American Indian Minneapolis PD officer familiar with the both the deceased and the Red Lake Indian Reservation, Together they head for the Reservation to pursue leads and interview witnesses only to stumble upon a massive fraud case involving the unseuccessful attempt to build a gambling casino on hte Reservation. The case ebbs and flows as scenarios are constructed and discarded with each turn of events. Ryan falls in love with a local woman who's recently dead fiance is a central figure in the crimes, making her a key lead in the cases they are pursuing. Only when they discover that he was bounced from the Navy for his involvment with a drug cartel does the case take an international turn leading to a deadly confrontation at it conclusion.
